Terror aims to spread fear and panic. A terrorist attack usually occurs without warning. Protecting yourself from an act of terrorism is almost impossible. Neither the possible perpetrators, nor the target and the point in time are usually known before the crime.

Attack targets are often airports, train stations, major events or important buildings. That is why the security authorities of the federal and state governments concentrate their protective measures on such focal points. You can make a significant contribution to reducing the damage if you behave prudently. You can use the following information to prepare yourself and to be able to act in a dangerous situation.

What can you do to prepare?

• Find out where you are, about emergency exits and escape routes.
• Refresh your first aid knowledge regularly.
• Always keep your mobile phone ready for use, i.e. fully charged.
• Use the warning app NINA. Here you can receive important information and instructions on how to act in the event of an incident free of charge.

What can you do on site in the event of an incident?

• Keep calm!
• Self-protection has top priority!
• If you see a dangerous situation, inform the police on 110.
• If emergency services have not yet arrived when an incident occurs, dial the emergency number 112 and provide the following information:
  • Where is the emergency location?
  • What happened?
  • Who is calling?
  • Wait for questions!
• Provide first aid.
• Follow the instructions of emergency services and do not hinder emergency services.
• Be sure to heed the announcements of the authorities.
• Only use the phone in extreme emergencies to avoid breaking down the lines.
• Report any observations that may help clarify the situation to the police.

What can you do if
... people have been injured?

• Dial the emergency number 112 or use the nora app if emergency services are not yet on site.
• Rescue people from the immediate danger zone if this is possible without endangering yourself.
• Get an overview and provide first aid.
• Alert rescuers to injured people.

...an explosion destroys a building?

It is a danger zone! Leave the danger zone immediately and support others if possible.

• Leave the building as quickly as possible. In a multi-story building, use the stairs, not the elevator. Help others exit the building without endangering yourself.
• There is a risk that other components will collapse. Keep a safe distance from the damaged building, away from the debris area and dust clouds (a safe distance of thumb is about half the height of the original house)
• Look out for signs of additional hazards, for example (open) electrical wires, especially related to burst water pipes, the smell of escaping gas or a suspicious hissing sound. Do not use matches or lighters - gas lines could be destroyed. Fires can occur. Get away immediately!
• Helpless or unconscious people can also be found on the edges of a collapsed building.
• Walk through these areas carefully and attentively.
• Draw the attention of helpers to discovered persons.
• After a bomb attack, other unexploded explosive devices may be present. Do not touch objects that seem suspicious to you. Immediately leave the area where these suspicious items are located. Notify emergency services of the location.

...people are buried?

People buried under rubble are in acute danger to life if they are not rescued early.

If you are at the scene and unharmed, you can help those who have been buried. Remember that your own safety always comes first. Do not take a risk that you cannot assess.

• Call for help or use the nora app.
• Before moving a person, make sure there is no debris on them.
• Never pull a victim out of debris, they may become trapped. Steel, pipes or other objects could have penetrated the body. Don't remove them! Move injured people as gently as possible and only if absolutely necessary.
• Treat injuries as much as possible.
• Strictly follow the instructions of the emergency services!

...it burns after an explosion?

• Save lives! Dial the emergency number 112 or use the nora app.
• Never enter rooms filled with smoke – fire gases are deadly!
• Attempt to extinguish it if this is possible without endangering yourself!
• If there is a risk of electrical current, switch it off in the danger area before starting to extinguish the fire!
• Erase bottom to top and side to center!
• Close existing doors and windows to the fire room.
• Do not use elevators.

• Draw attention to yourself!
• If you are trapped by debris, try to draw attention to yourself by knocking or voice.
• Follow the instructions of the emergency services.
• Ask the emergency services about childcare centers. Sign up there.
• If it is possible for you, inform your relatives or ask someone to do this. Keep the call short.
